Abolition of contracting out: response to consultation on statutory override for Protected Persons

The NAPF has responded to the Department of Work and Pensions’ consultation on a statutory override for Protected Persons Regulations.

The NAPF supports proposals for a single-tier state pension in the UK and recognises that the introduction of such a system would lead to the end of contracting out and the National Insurance rebate available to employers providing benefits to contracted out employees.

The NAPF welcomes the Government’s proposal to introduce a statutory override that allows employers to change scheme rules to recover the loss in National Insurance rebate as a result of the Government’s policy and considers it important and fair that any statutory override also applies where scheme members are covered by Protected Persons Regulations.
