Partner, Squire Patton Boggs

Clifford is a partner in Squire Patton Boggs’ London office and heads the Pensions Practice. He advises local authorities, trustees, investment banks, product providers and sponsoring employers on pensions and investment issues.

Clifford is a leading LGPS structural reform expert, recognised by his appointment to advise the Cabinet Office and DCLG (now MHCLG) on the structural options for the LGPS (the Hymans and PwC reports), which led to the current pooling agenda and reform of the LGPS Investment Regulations.  He has also advised several LGPS funds on their pooling options including those who are participating in ACCESS, LGPS Central, Northern Pool, Border to Coast Pension Partnership and Brunel Pensions Partnership. Clifford has also worked extensively with a number of LGPS funds on investment and governance issues and has advised on two of the national LGPS framework agreements, negotiating and advising on standard global custody agreements and separately on transition management. 

Clifford is an Associate of the Chartered Insurance Institute and a member of the Association of Pension Lawyers. He is a past chairman of both the Association of Pension Lawyers' investment committee and the investment committee of the Society of Pension Professionals. Clifford is also a frequent speaker at conferences and seminars and is the author of the investment chapter of Tolley's Pensions Law. He provided legal editing of CIPFA’s Investment Pooling: Governance Principles (2016).
